Impacts of Congestion and Highway Limitations on the Oregon Economy.
As part of a team working for the Oregon Business Council, in association with Associated Oregon Industries, the Port of Oregon, Oregon Department of Transportation and the Westside Economic Alliance, contributed to research on the impacts of highway congestion and highway limitations on the Oregon economy. Conducted interviews with fifteen businesses to document their reliance on alternative ground transportation systems, and identify how congestion, travel time uncertainty, and limited access affect costs and profits. The research showed that increasing reliance on intermodal transportation and international trade has made firms more susceptible to negative impacts from transportation system limitations.
Tools for Assessing the Potential Economic Impact of Highway Investments.
As part of a team of consultants working for the national Strategic Highway Research Program, conducting research to develop an interactive, searchable database to help transportation professionals accurately assess the economic development potential of highway projects. Responsible for extensive case study research that formed the basis of this national database.
Assessment of the Economic Impacts of At-Grade Railroad Crossings.
For the National Cooperative Highway Research Program, part of a team of consultants researching the economic impacts of at-grade railroad crossings. Responsible for conducting US case studies to identify the range of potential impacts.
Innovative Revenue Strategies: A Guide for Airports.
Participated in a national research study for the Airport Cooperative Research Program to identify new strategies for generating revenue for airports. Responsible for conducting a literature review to identify opportunities for off-airport revenue generation, borrowing from the transit, trucking and utility industries.
Benefit Cost Assessment of Tolling and Variable Pricing Strategies.
For the Oregon Department of Transportation, participated in a study to identify the costs and benefits of tolling and variable pricing as congestion management techniques.
Economic Impacts of the Central Artery/Third Harbor Tunnel Project.
As part of a team working for the Massachusetts Turnpike Authority, researched the impacts of the Central Artery/Third Harbor Tunnel Project on South Boston and parcels along the Rose Kennedy Greenway. Compared development trends in the Copley Square area after tunneling of the Turnpike through the Back Bay with current and expected land development trends in the area around the Central Artery.
Economic Impacts of Highway Improvements in Southern Delaware.
As part of a team of consultants working for the Delaware Department of Transportation, estimated the expected development impacts of alternative highway improvements as part of an Environmental Impact Report.
Economic Impacts of the Closure of a Highway Interchange.
As part of a consulting team working for the Ohio Department of Transportation, conducted case studies of ramp and interchange closures around the country to identify the likely economic impacts of such closures in Cleveland.
Economic Impact Analysis of Amtrak’s Downeaster Service.
As part of a team of consultants, assessed the current and potential future economic impacts of the Maine Downeaster Amtrak service between Boston and Maine. Conducted interviews with economic development professionals, planners, realtors, and business owners; led site analysis; and conducted a literature review. The results of the study were used to encourage the Maine legislature to provide ongoing funding for the service.
Economic Impacts of Highway Interchanges.
As part of a team of consultants for PennDOT, Ms. Moses researched the economic impacts of new highway interchanges in seven U.S. locations. The results of the research were used to identify the potential impacts of a new interchange between Interstate I-95 and the Pennsylvania Turnpike in Bucks County, PA.
Case Studies of the Impacts of Transportation Projects on Local Economic Development.
For the Massachusetts Bay Transportation Authority (MBTA), Ms. Moses conducted case studies of the economic impacts of major transportation construction projects on neighborhoods, cities, and regions to be used for preparing construction guidelines for the Central Artery/Tunnel project in Boston. Ms. Moses conducted similar studies for the MBTA for the Authority’s Orange Line expansion project.
Guidebook for Evaluating the Economic Impacts of Transit Investments.
Project manager for a Transit Cooperative Research Program study to catalogue existing and develop new methods for measuring the regional and community economic impacts of transit investments. Study resulted in the production of a guidebook to help practitioners select appropriate methods for evaluating the economic impacts of specific transit projects, and to provide guidance for applying these methods.
Community Impacts of Transportation Infrastructure Projects.
As part of several Major Investment Studies and Environmental Impact Statements, responsible for assessing the neighborhood and community impacts of both Transit and Highway investments. Identified impacts on community cohesion, access to employment, access to services, schools, and community activity centers, and safety for projects including proposed transit facilities in San Juan (Puerto Rico), Milwaukee (WI), Stockton (CA), Southeastern Massachusetts, Boston, and Portland (OR), and highway projects in Boston, Rochester (NY), Indiana, Wisconsin, Portland (OR) and California. As part of FTA’s review of applications for new transit projects, evaluated project applications to identify how well they meet FTA criteria for community land use impacts.
Economic Benefits of Airport Expansion.
As part of a team of consultants, evaluated the potential economic benefits of the expansion of Monroe County (NY) Airport. Conducted business interviews and site reconnaissance, and developed models to evaluate the job and real estate development impacts of the proposed redevelopment of the airport.
